Regulatory Compliance and Licensing Framework
Aloha Bank states that it has established a dual-licensing framework:
U.S. MSB Registration: The issuing entity has completed Money Services Business (MSB) registration with the U.S. Financial Crimes Enforcement Network (FinCEN), with qualifications covering U.S. dollar exchange, cross-border remittance and digital-asset custody.
Singapore DTSP Licence: According to disclosed information, Aloha Bank became one of the Digital Token Service Providers (DTSPs) approved by MAS under Singapore's Financial Services and Markets Act 2022 (FSM Act).
The Monetary Authority of Singapore (MAS) is developing and refining its regulatory framework for stablecoins, with related legislation placed on the policy agenda. At the 2025 Singapore FinTech Festival, MAS Managing Director Chia Der Jiun stated that legislation relating to stablecoins would be drafted and that tokenized MAS bills would be piloted from 2026. MAS has made clear that stablecoin issuers must ensure "robust reserve asset backing and reliable redemption mechanisms." MAS has also noted that stablecoins are generally less safe than bank deposits in Singapore, as bank deposits are subject to stringent regulation and deposit insurance protection.
Nation of Hawaii Digital Asset Banking Licence: Aloha Bank has also obtained a digital asset banking licence issued by the Nation of Hawaii. According to the document, this licence further expands its compliant operating qualifications in the Pacific region.
With respect to Singapore’s licensing regime, the digital-asset sector primarily involves the Digital Payment Token (DPT) service licence under the Payment Services Act (PSA) and the DTSP licence under the Financial Services and Markets Act (FSMA). Under the current regulatory arrangements, institutions already licensed under the PSA generally do not need to apply separately for a DTSP licence. MAS has not yet published a complete list of DTSP licensees; the relevant status is mainly reflected through regulatory documents and policy guidance.
